WKSH 8559 Dynamics of Grassroots and Local Government Relations (Gibbons)

Guiding questions:

Who are the institutional actors at the "local level" in developing countries?

What are their relative strengths, limitations, complementarities?

How do they normally behave, and how does this affect services for people, program effectiveness, results?

What are living examples, conceptual models, guiding ideas that show how local government and grassroots could collaborate or co-exist more effectively?

Concept:

This workshop will examine three in-depth local case situations in developing country settings to explore who the actors are, what they are like, and how they normally behave. Then the workshop will introduce concepts, ideas, examples that suggest how local actor behavior can be transformed for better services and outcomes.
